From Xtreeme :

SiteXpert is a cross-browser Web site navigation builder. It creates a JavaScript / DHTML menu, DHTML site map tree, portal interface, and Java tree applet for your Web site. It automatically builds the structure by crawling your Web site or by reading the directory structure. Inclusion of menus on existing Web pages is automated with the use of includes (PHP, ASP, ColdFusion, SSI). Output is XHTML compliant and works with all browsers (MSIE, Netscape, Opera, Mozilla) on Mac, Unix, and Windows -- with a single license you can create as many outputs for as many Web sites as you wish.

SiteXpert 7 comes with a free license of DHTML Menu Studio 2.0
dynamic creation of sitemaps (Pro only): you can now use server-side scripts to dynamically add items to the sitemap. You can use this feature to set sitemap contents based on currently logged-in user or parameters passed to the page
