From NCH Software :This sound editing software is a full featured professional audio editor for Windows. It lets you make and edit music, voice and other audio recordings. When editing audio files you can cut, copy and paste parts of recordings and, if required, add effects like echo, amplification and noise reduction. WavePad works as a WAV editor or MP3 editor but it also supports a number of other file formats including VOX, GSM, RA, AU, AIF, FLAC, OGG.
Version 4.02 includes new interface and new internal engine.

"I tested software I would rather get another recording."
Pros: It does what it says in ad.
Cons: When attempting to discard the programm it changes all files to wav, something I don't need or want. I consider this as a threat and dishonest behavior.
If is unintentional then is a major glitch. Lets fix it.Summary: You got your answer! see nbr 4

Version: WavePad Sound Editor 4.02
Pros: it has a few effects that can be added to audio files such as flanger, echo, chorus, and more, and when used properly it can make music better
Cons: not a very well designed program, u cant really navigate thru the song very well while editing, there's not a whole lot of effects to choose from, thats why i used this and virtual dj to make a few songs better
Summary: if ur looking to add some effects to ur music and dont already have the ability to add echo and chorus and things like that, then download it
