From ManiacTools :Visual MP3 Splitter & Joiner is a handy software utility that can split and combine MP3, WMA, APE and WAV files. You can cut a large audio file to small parts without recompression and loss in quality. For splitting you don't need enter start and end time manually. It's enough to select the desired part visually using a mouse the program draws MP3 and WAV files as waveform. It's very easy to find a sound fragment by scrolling and zooming. To identify blocks you can use a built-in player, then you can move borders to cut them by 0.1 and 0.01 sec. The program can split MP3 files into equal files by number of parts, by time and filesize. This software can merge several WAV or MP3 files into one big (supported over 2 GB). Just select the desired files, sort them by ID3 tags or songs info and press F5 button for joining. The program works with files directly and the final song will appear in seconds. Also you can prelisten each song for joining using the built-in player.
Version 5.9 added additional column 'Path' in the file list; added ability to merge selected parts; supports additional interface languages (Arabic).

Version: Visual MP3 Splitter & Joiner 5.9
Pros: I have a large mp3 file containing many songs and I have a cue file. Unfortunately, the cue file does not always accurately identify the start of the each song. I need a utility to adjust the start and end position of some of the cue entries, add additional cue entries, and to split the large mp3 file into smaller ones.
The controls make sense. I like the way it continually played the song between the start and end selection point. This let me quickly adjust the end of the song. Then it was a matter of clicking the Set End button to set the end of the selected track.
Cons: When I loaded the cue file, the software showed the first song associated with the second artist, the second song with the third artist and so on. E.g. song title N was associated with artist N+1.
When I moved the end point of one song, it would not automatically adjust the start point of the next song. I had to manually type the end time of the first song into the start position of the next song.
Using the slider to position what part of graph is visible is too slow.
Zooming in or out is too slow, taking up to 2 seconds to zoom out from "15 seconds" to "3 minutes" After zooming in, you were left looking at some unknown position in the file, not the current play-back point or start point or end point. I always had to use the scroll bars to reposition to a useful position after zooming.
You can only zoom in to "15 seconds", which is not enough close enough to set accurate cut points.
The trial version lets you make only 5 splits. This limitation made it difficult for me to practice. I had 8 songs in the file and 2 announcements that I wanted to cut out.
Adding a new cue entry was cumbersome.
The trial limitation, short-comings, and bugs made me give up and uninstall it.
