From VextraSoft :Vextractor is a vectorizer tool for transforming raster images into vector formats by building centerlines and outlines. This tool could be used for vectorizing of charts, logotypes, maps, schemes and other similar images for input to Vector Design, CAD and GIS systems.
Create centerlines and outlines; recognize arcs and circles; recognize ortholines. The program features built-in vector editor; polylines smoothing; input raster formats: BMP, GIF, TIFF, JPEG, PCX, TGA, and PNG; noise filtration; TWAIN32-compatible scanner support; output format for vector information: DXF, DXB, WMF, EMF, ArcView Shape files, MapInfo MID/MIF, ASCII XYZ, scalable Vector Graphic (SVG), encapsulated PostScript (EPS); coordinate referencing. Version 2.81 may include unspecified updates, enhancements, or bug fixes.
