From UBCD4Win :UBCD4Win is a bootable "live" CD which contains software that allows you to repair/restore/diagnostic almost any computer problem. All software included in UBCD4Win are freeware utilities for Windows. UBCD4Win is based on Bart's PE. Bart's PE builds a Windows "pre-install" environment CD, basically Windows booted from CD. With network support, the ability to modify NTFS volumes, recover deleted files, create new NTFS volumes, and scan hard drives for viruses. This project includes almost everything you need to repair your system problems.
Version 3.0.2 added AusLogics Defrag, CopyWipe, BootBuild, and aSquared free. Many programs updated such as FireFox 2.0, ClamWin, and CPU-z. Several minor bugs fixed. More drivers added. A new hash checking tool is included that verifies files were not modified and stops users from extracting the files to an unacceptable path (folders with spaces in the name).

Version: Ultimate Boot CD 3.02
Pros: An excellent way to try a Windows boot CD. This compilation has many cool utilities. I especially love Drive Image XML.
Cons: Disk creation/installation can be confusing but it's definitely worth the effort.

"During extraction, Norton AntiVirus reports Hacktool.NetCat"
Pros: Don't know, I'm afraid to try it.
Cons: Appears to be containing malware--though it's possible this is normal for low-level tools like this.
