From Virtual Mechanics :SiteSpinner is an easy-to-use yet powerful drag-and-drop editor for quickly creating sophisticated Web sites without the need to know HTML. The program also includes built-in graphics functionality to allow you to create and edit graphics right in the window. Layout functions include a snap-to grid, snap-to tabs, and pixel-precise positioning.
Powerful WYSIWYG functionality means that everything can be easily moved with your mouse to wherever you want it on the page. Advanced features include mouse-over effects, relative object positioning and relative object sizing, and a built-in FTP function for publishing directly to your Web site. SiteSpinner V2 can publish to HTML and to SVG.
