Version: Resource Hacker 3.4
Pros: Although I haven't permanently replaced files using this tool yet, I have tried its features and it works pretty well. Resource Hacker allows you to change.dll or .exe files. I was able to browse around a shell32.dll and it had a large amount of icons I could change. It is also very small, and doesn't even require installation to use it. Very useful tool, but be careful of what you're modifying!
Cons: None yet.

Version: Resource Hacker 3.4

Cons: doesn't open every program, but it was mentioned, so no complains.

Version: Resource Hacker 3.4
Pros: this small app have the ability to view most of the files in your PC and is able to edit mostly any of the resource or the code inside the file. far surpass the normal use of a regular tweaker and editor. you can tweak your system in any way you want, its available at no cost. recommended for developer(IT pros) or power users.
Cons: outdated since 2002/march/24 and is no longer being developed.it is hard to use for average user because of the complex coding and less-friendly feature(not kind of WYSIWYG kind of editor you'd expect).one wrong code and it could mess up the whole file or even your system. require highly skilled person to fully master the use of this software.

Version: Resource Hacker 3.4
"Great if you know what your doing"
Pros: This is a great program. Not only can you extract bitmaps, icons, forms, and almost anything else from dlls and exes, but you can edit and replace them.
Cons: If you don't know what your doing, this can be a very dangerous program. If you change the wrong thing inside the wrong dll, you could really mess up your computer.
