From PLiska :

The simplest Windows application built to batch resize images (resize pictures/photos in bulk). You just select the max pixel size, select the all the images to resize, and hit the resize button. Version 2.2 allows users to send a bunch of images to the resizer and resize only the images that are bigger than the selected size. I also made the setup process more intuitive.

"Simple, simple"

Pros: It's the easiest pixel resizing program I've ever used.

Cons: Haven't found any yet.
