There's nothing wrong with how PC Image Editor works--the program is simple and effective--but it lacks the options found in other editing programs. Newcomers to image editing will appreciate this simplicity, but experienced users will probably want more.
This freeware program presents itself much like Windows' Paintbrush utility. The screen is dominated by open white space that can be filled with a picture from your hard drive. Along the top run icons for saving, opening files, cutting, printing, reversing, and a clipboard. Along the side are the icons that allow users to edit their photographs. Icons for selecting, erasing, painting, drawing lines, making shapes, air brushing, and cropping will look familiar to anyone with previous experience with photo-altering software. Editing photographs is a simple process. Users can easily and intuitively choose a picture and start using the editing tools to change their shot, and all the tools worked as expected.
PC Image Editor is a basic program that doesn't have any flaws in its design. However, the editing choices are very limited compared with more professional software, and experienced users will probably want more than this freeware offers. Those new to image editing, though, might like this simple program's intuitive approach and easy navigation.

"Buggy - Not Ready for Prime Time"

Chose this program to use with my old Pentium 4 with Windows XP SP2. Simple layout - similar to MS Paint.
Cons
Buggy and missing basic functionality. Wasted my time using this program. Examples: Saved docs with changes but then appeared as blank pages. Had to minimize program to regain use of PC desktop. Could not find how to copy one document into another (merged) - easily done in MS Paint. A couple other stupid things like this. Switched to MS Paint and got the job done.
Summary
Use MS Word instead.

I was looking for a free and handy tool for my daily works, i needed one for charity and it does what i want, best part is its price (for my work which is not commercial) that is FREE :)

"No zoom tool"

I clicked on the "squiggly (curved) line" widget in hopes of getting a simple arc in my very small, hand-drawn image. Instead of getting something of comparable size that could be shaped, bent, curved, etc, a huge squiggle ran throughout the inside and even outside the borders of the image! Although the squiggle could be distorted, I couldn't figure out how to change its shape, thickness, or even move it. Not very user-friendly, especially without a zoom tool, which is either very well hidden or an unbelievable omission of functionality (yes, there's a "resize" tool, but that can introduce distortions, both in zooming in, and, zooming out to "restore" it to its original size).

Free. Has a lot of features in paint that allow you to add effects to photos.

It doesn't seem possible to zoom. You have to resize the photo rather than just zoom in and out through the application.
Summary
I couldn't zoom so that rendered this useless for basic image editing. MS Patin is better. Images from cameras come in big. I want to edit them without shrinking the image down and lowering the quality. If you only want to apply a photo affect, for free, this is one of many applications that works well.

I use an older XP PC and MSFT's paint quit working. Paint.net has a lot of cool features BUT bogs my old system down - have to close it to easily/quickly do other things. Thus PC Image Editor 4 is very clean and efficient pgm for replacing MSFT's paint.
