From Program4Pc :PC Image Editor is a free graphics editor with many of the features of a professional product. You can edit images from a variety of formats (BMP, GIF, JPG, TIFF, PCX, PNG, TGA, J2K, WMF, EMF, RAS); it contains an extremely user-friendly interface enabling you to work intuitively. Along with the usual assortment of file operations such as Copy, Move, Delete, and Rename; adjust colors in photos; apply filters such as Hue, Negative, Colorize, Posterize, Mosaic, Twirl, Emboss; rotations and transformations; Perspective and Skew; blur images; sharpen images; image resizing; setting an image as the desktop wallpaper. Additionally, it contains enhanced brushes and painting options.
Version 3.65 adds airbrush gradient tool.

Pros: It's really the best better of other softer not free,really who had made it merit of to be too much valorized also because between all the photo editor that i've (Are much of 5),this it's the best.
Cons: for now nothing,i use it frequently and it to satisfy all my request.

Pros: Paint.net requires download and installation of MS-DotNet2 framework, and paint.net it is not freeware. GIMP and paint.net are virtually identical in their functions, but GIMP is free and it runs as is. Alchemy Mindworks E-Paint is shareware which can fill out paint programs functions with the %transparency function and a 3D look function which is being called an emboss function. PC image editor has an emboss function, and it is freeware!
Cons: This project is one which has not created better or more filled out software than already existed. roxio media creator 9 suite torrent download has the type of emboss function which looks like a notary public embossing of white paper, but it is the only software on the 2-CD download which is better than some freeware and shareware.

"Straight forward and easy to use"
Pros: I liked the clean look of this without fancy skins that waste screen space. It did nearly everything thing that I want in an intuitive way without needing to hunt around the menus.
Cons: I couldn't find any way to dispaly and edit the colour palette which is a must for me. Otherise I would have stayed with this one. I went on to Ultimate Paint which does allow palette editing.
