From Program4Pc :PC Image Editor is a free graphics editor with many of the features of a professional product. You can edit images from a variety of formats (BMP, GIF, JPG, TIFF, PCX, PNG, TGA, J2K, WMF, EMF, RAS); it contains an extremely user-friendly interface enabling you to work intuitively. Along with the usual assortment of file operations such as Copy, Move, Delete, and Rename; adjust colors in photos; apply filters such as Hue, Negative, Colorize, Posterize; Mosaic; rotations and transformations; Perspective and Skew; blur images; sharpen images; image resizing; setting an image as the desktop wallpaper. Additionally, it contains enhanced brushes and painting options.
Version 3.5 improves Pick Color tool, Color Boxes, browsing images, filtering brush tool (grayscale and black/white effects added); adds maximum and minimum filters.

"I WOULD HAVE GAVE IT 5 STARS BUT ITS NOT PERFECT YET BUT WORTH A TRY"
Pros: IVE USED IT ON MY PHOTOS AND I LIKED HOW I COULD ERASE ANYTHING I DIDNT WANT IN THE PHOTO , AND EDIT IT, ITS VERY GOOD FOR A PAINT PROGRAM
Cons: THE PART WHERE ITS TO MAKE YOUR PICTURES INTO PAINTING ISNT VERY GOOD AND I WOULD RATE IT HIGHER IF THEY FIX THAT ISSUE

Pros: its a very good editing tools.more complete freeware than a basic image editing.will be good for beginners looking for some more options than just getting a basic editing tools.works really good.you also will find some tools that a pros using for editing.its not basic,but its not hard to use either.its a good choice...
