From AutoBAUP :

If you suspect your internet connection has a problem, Internet connectivity Logger can help you to do continuous testing and generate report to show your ISP. You can set it to do testing at intervals from 1 to 60 seconds over about a day or a week, Record the time of the test and the results for all the tests, and export to a text file. Then you can contact your Internet Service Provider to discuss the results.
