DirectX 9.0c includes support for Pixel Shader and Vertex Shader 3.0, along with many new features across all technologies, which can be accessed by applications using the DirectX 9.0 APIs. This download provides the DirectX 9.0c end-user redistributable that developers may include with their products. The redistributable license agreement covers the terms under which developers may use the redistributable.

i will say most likely it is a good program and it is important to have.

well it doesn't make your computer super. if you have a bad video card (i do) then it wont help you much.
Summary
kinda what i said in the cons sections. you need a good graphics card to handle the programs that are needing this program too.. i would say do download it. but in some cases your computer jest doesn't have the power needed to runs some games.
one of my games told me i needed one of these programs to make it run. -

This is like the back bone of almost every new software and its just what the doctor prescribed.
