Load Monitor gives the system load, not the CPU load. It tries to mimic the behaviour of the well-known "xload" availble with a X11 server. By default, the load values for the last 5, 30 and 60 seconds are displayed, drawn and updated every second. The delay between two updates can be adjusted.
