From Linos Software :Linos Viewer is a small easy way for you to view 87 image types formats. You can rotate, and flip these images, then save them in .JPG, *.BMP and .TIFF formats. Only uncompressed TIFF format supported. We've also incorporated a screen capture feature that will capture the entire screen or just the active window on your desktop. With a click of the mouse button you can view your images in full screen.

"Seems to do what it promises"
Summary: No idea on why someone would complain about a fileopen option, it's easy to open files and save them in a different format, you just use the navigator window to find the file you were looking for
