From LAJ Design:

LAJ PAD helps developers to create and update PAD files. It has functions to load/save PAD files and to make new PAD files. It also includes a manager that can keep track of several pad files at a time. The manager can also download a new version of the PAD file from the web. (let us know if you have something that you would like to see added in LAJ PAD).
