CNET Editors' review
This image viewer and editor is a longtime favorite among our staff, and with good reason. IrfanView is simple, fast, and free for individual use. Upon installation, the app attempts to install two Google programs, but if you don't want them, you can choose to opt out.
The program lets you open and edit images, as well as multiple media formats. You can cut and crop images, apply batch conversions, add, sharpen, or blur effects, create panoramas, and change color modes easily. The program continues to add support for an array of file formats and has plug-in support for most image, video, and sound formats, including MP3, AVI, audio CD, and WMA. The interface is far from fancy but should be easy enough for most users to figure out. An IrfanView Thumbnails shortcut on the desktop offers an Explorer-like file tree that quickly displays all images in a particular folder.
Though IrfanView works does what it does well, it's not going to replace a major paint program. IrfanView wraps a nice set of features for an image viewer in a free, compact download.

"Needed to View Library of Congress Maps"
Version: IrfanView 4
Pros
In researching 18th & 19th century maps of America from the magificant Library of Congress collection, this viewer was needed to view MrSid & JPEG 2000 images of up to half a GB download. The performance was stunning in putting these huge maps in such fine detail that it was possible to zoom down to the maps' fabric backing and distinguish the warp & woof. Hand drawn maps were presented in the plenitude of their gorgeous cartographical artistry.
Cons
The installation was a bit problematic for a while, till IE 7 apparently digested the meaning of it all, about an hour later. Make sure if viewing JP2 (JPEG 2000) images also to check the regular JPEG image box at the installation selection screen -- in fact I found it simplest to ceck all boxes when the list was presented, as most were [to me, esoteric] file names which I had never even seen before. Once properly installed, and Windows programmes adapted -- this week was full of an apparent plethora of Windows updates that interfered with my work -- there hasn't been a hitch since, though at first it was sometimes necessary to download the image to View prior to Save As, for whatever reason.
