From InspIRCd :InspIRCd is a modular C++ IRC Daemon for Linux, BSD and Windows systems created to provide a stable, modern, lightweight ircd (irc server) from scratch and provide a vast number of features in a modularized form using an advanced module API. By keeping the functionality of the main core to a minimum we hope to increase the stability and speed of our project and make it customizable to the needs of many users. InspIRCd is designed primarily to be a custom IRC server for the chatspike IRC network (irc.chatspike.net) but we are releasing it into the public domain under GPL so that you may benefit yourself from our work. The project is written from scratch, avoiding the inherent instability under large loads which can be seen in many other IRC server distributions which have the same feature set.
Version 1.1.8 comes with an IOCP socket engine and native Windows module support.

Version: InspIRCd 1.1.8
"Wonderful, Expandible, Dependible."
Pros: This is the best IRCd I have found for windows so far, on par with paid for IRC servers like IRCXPro. It is really really expandable. Has a ton of options, and is relatively easy to set up for advanced users, compared to some other Linux IRCd's. It works on Windows and Linux, a big plus in my book!! Everything is Modular, and it ends up being a very fast server. I haven't checked to see of it runs as a service, but I'm guessing it is possible. It is the most advanced IRCd I have seen for windows, and its fairly easy to use. a 4.5-5 in my book.
Cons: Does not have services like NickServ, and ChanServ bundled with it, but are easily addable, and fully supported. Also takes allot of time to configure and is for advanced users opposed to software like IRCXPro and JoinMe. In the end, I suggest IRCXPro for normal users, this for bigger networks, and JoinMe for small networks.

Pros: Inspircd is a great ircd, which is completely modular, and is constantly under rapid development unlike other ircds. It scales incredibly well, and uses and xml-like syntax for the configuration files.
