High Quality Photo Resizer is a lightweight image editor replete with options. Unfortunately, it also suffers from some snags.
The interface is basic and mostly text based. You start off by loading an image or group of images. It's frustrating that you can't drag-and-drop images or add an entire folder, although you can select multiple images and add them that way. You then choose one of eight output formats, including JPEG and TIF, and set the output size. Users can manually set the height and width or use a preset, but the "preserve aspect ratio" option didn't work for us. That's a pretty major flaw.
The next step offers users a wide range of effects to add. The changes include converting the image to black and white, posterizing, sharpening, adjusting the contrast, adding noise, and more. After you make your edits, you can preview the image. This process was a bit odd, though, with the preview pane taking up the entire screen and only showing one image out of a batch job.
Still, HQPR offers resizing and more in a tiny bundle for free, and you can't argue with that.

"Good results but disposable software"
Pros: Good results, pretty fast, nice fun options,
Cons: It can be used only once after installation ... i am using a Windows Vista Home Premium machine ... On starting the software second time it says ... Component 'Xwpdlx20.ocx' or one of its dependecies not correctly registered: a file missing or invalid ... If I re install it , then it works but again for just one time !!

"Good for what it does, but..."
Pros: Works as advertised, handy little tool.
Cons: It's hard to recommend this given the rather unbeatable Irfanview - for 400KB extra, you get a ton more features. Including batch resizing, of course. And with additional plug-ins to boot. HQPR kind of becomes redundant in this way.

"Best free resizer I've found yet"
Pros: Easy to use and provides for numerous reductions in size, unlike others.
Cons: Would like option to replace photos with smaller ones rather than to have to do this manually. This is one advantage of Microsofts Resizer powertoy.
