This free mp3 cutter and editor is an extremely simple and handy tool for routine mp3 editing tasks. The program displays a waveform graph that lets you easily select a portion of the mp3 for editing. You can cut out unwanted part of the audio, change volume by specifying a percentage value, create a fade in or fade out, and convert the audio between stereo and mono.
What's new in this version: Version 2.6.0.1118 fixed a bug in the installer; fixed bugs in exporting MP3 files and filtering supported files from sub-folders; improved visual feedback for range selection.

"Poor, re-encodes to a different format"

Easy to pick section to cut
Cons
Re-encodes, not just cuts. Started with cbr files, found the cut versions were, I believe, vbr. Whatever they were, some played at totally wrong speeds. Uninstalled.

none. unless you want more than what the title of the software is.
Summary
i was timid to install seeing only 1 review and not a very high # of downloads. - but, if you have half a brain and don't pound "accept" during the install, you'll see nothing change on your machine other than having a new tool to chop up mp3 files. i use it to take off crowd noise at the start and end of live show mp3s. it is insanely easy to use.
