From MeeSoft :Diagram Designer is a simple vector graphics editor for creating flowchart and diagrams. Its features are customizable template object palette, slide show viewer, import/export WMF, EMF, GIF, BMP, JPEG, PNG, MNG, and PCX images, simple graph plotter to plot mathematical expressions, spellchecker, advanced pocket calculator with equation solver, MeeSoft Image Analyzer integration for bitmap image editing and extended file format support, and uses compressed file format for minimizing drawing file size. The download includes an online help file. Version 1.16 fixed some bugs.

Version: Diagram Designer 1.16
"Very Intuitive and Easy to Use"
Pros: The developer really understands how users think. Little touches like, when you're dragging the arrow end to link it to a polygon, the color of the linkage point changes from red to green when you're locked in, etc. Nice, subtle, intuitive visual feedback like that is a very nice touch. I was able to produce a simple flowchart and export it to metafile with absolutely no help, no need to read a single help screen. Remarkable intuition in this program. Very well done, and amazing that it's free.
Cons: Minor things: 1) No MRU file list. 2) No ability to center the entire flowchart on the page. 3) Changing page size can only be done by manually entering width and height values--should allow me to drag the page edges to resize.

Pros: it works as promised.
lots of export possibilities
Cons: it gives mirror images of right to left text.
If you use Arabic, Hebrew, or Thai, this is not for you.

Pros: I cannot recommend this enough. This is wonderfully functional. Makes flowcharts like nobody's business. Such a useful software in such a small package, goes to show how bloated todays software truly is. And it can export the flowchart to many different kinds of formats. I made the flowchart and exported it as a jpg file, and put it up on my website.
Cons: Not very polished. It has all the functions but they are a bit obscure. Alt+F, does not work to get to the menu, or E or V or.. But that is just nitpicking.
