Publisher's description
From Microsoft :Before you can use an OLE Control, you must register it with the system. Registering an OLE Control places information about the control in the system registry. Once the control has been registered, applications and development environments can search the registry to determine which controls have been installed. Unlike a Visual Basic custom control (VBX), an OLE Control does not need to be registered by each application that uses it. Once the control has been registered with the system, any application can find it.
The CTLREG application registers and unregisters OLE Controls. To register a control, choose the Register command from the Controls menu. This command brings up a dialog box that shows all of the files in the current directory that have the .OCX extension. You can also choose to view files with a .DLL extension. To unregister a control, choose the Unregister command from the Controls menu. This version is the first release on CNET Download.com.

Version: CTLREG 1
"Great for developers, so-so for end-users."
Pros: If you're a developer, and you want to figure out how you can register and unregister your own COM files programmatically, the code provided with this example will surely help you to get going.
Cons: If you're an end user, the GUI provides no convenience at all to you. You're stuck having only the files it found from the current folder you were on when you started the thing, with no opportunity to select whether you want to register or unregister a particular file. Aesthetically, it doesn't even look particularly nice.
