BTProximity is an application for Windows Vista and Windows 7 that can detect when your Bluetooth-enabled phone has come into range, and unlock your computer. When the device moves out of range, the computer is automatically locked. The device needs to be paired with Windows first, then it will show up in the devices list.
This WAS a cool app. But it is gone. Does not exist. Don't bother.

Summary
For whatever reason, Dave Amenta is not supporting this anymore. Creating freeware is a thankless task, a complete pain in the butt. It's like hosting parties at your house. It's fun for a while, but thoughtless people take the joy out of it, and eventually you realize it's way more hassle than it's worth. Whatever you are doing now, Dave, good luck to you.
