From A J Tooth :In effect draws a pencil outline on top of a picture. You can choose how much colour to preserve from the original, and how heavy a pencil to use. The critical routine is written in x86 Assembly Language. It's too slow in pure Basic.
In fact, it looks for a certain (adjustable) minimum rate-of-change in either of the R, G, or B values either side of a given pixel. It looks at all 8 pixels and looks for the minimum rate of change in each of the 4 directions through the central pixel. BMP Edge Detector is a simple tool designed to detect the edge of any BMP image file. This version is the first release on CNET Download.com.

Version: BMP Edge Detector Rev 4.0
Pros: I have not yet determined its purpose, so I'm undecided. Honestly, this may be a great program if you are able to use it. It does draw a pencil line around an image, but then what?
Cons: Does not install on Vista. Instead, it is available for use by going to the folder where it is saved and clicking on it, which activates the program. A little unhandy.
Summary: A little unhandy, with a vague purpose.
