OnTime for Windows is a Team-Based Project Management Sytem for tracking software bugs, defects, issues, feature requests and todo lists. Designed with .NET and SQL Server technologies, OnTime provides a fast and scalable system for defect tracking (bug tracking) and feature management for teams of all sizes. OnTime features include ability to track projects and subprojects (parent/child), role and project-based security, custom fields, process enforcements, audit trails, fast search and filter, custom reporting and more. A freely available SDK allows developers to build defect-reporting capabilities into your own applications. There is also a Web and VS.NET version available, allowing users to choose any of 3 client types: Windows, Web or VS.NET. Version 6 features enhanced workflow, process enforcements, required fields, custom reports, project dashboard (with charts and graphs), field templates (for customizing add/edit forms).

"Free license is single-user only"
Cons: The free license version is single-user only. That's perfectly reasonable limitation, but I wish the product description had stated it so I wouldn't have wasted time downloading it.
