From Mightsoft :Audio Editor Pro is a visual, multifunctional, audio-file editor that allows you to perform various operations with audio data, such as displaying a waveform image of an audio file, editing (Delete, Cut, Copy, DeleteSilence, Paste, PasteFromFile, Mix, MixFromFile), applying various audio effects, filtering, and format conversion. The program supports all major audio formats and provides more than 20 sound effects (Amplify, Delay, Equalizer, Fade, Flanger, Invert, Normalize, Reverse, MultiTapDelay, Silence, Stretch, Vibrato, Echo, Chorus) and six filters (BandPass, HighPass, HighShelf, LowPass, LowShelf, Notch). It supports the MP3 and VBR codecs, Windows Media 9 format, ID3 tags, and CDDB.
