From Apple :Used to manage multiple users with Mac OS 9 installed. If you have recently installed Mac OS 9 on your computer, you already have a version of the Multiple Users software, however you should update to Multiple Users 1.4 to take advantage of bug fixes and other changes. Because of changes made to how Panel views are saved, after upgrading to this version, you may need to reset the view preferences on any users that have changed their views when using the Panels environment.

A problem has been corrected that prevented desktop themes from being properly saved and restored. Various files and folders in the System Folder are now protected from users who are logged in as Normal users. This addresses a security hole that allowed Normal users to remove the Users & Groups Data file in order to log in as the computer owner.
