• Works ok, read the (cryptic) installation directions!

  As far as I know, this is the only program that will randomly take pictures from a whole directory tree,build an on-screen collage in the wallpaper area, and repeat that every few minutes.

  Cons

  The only instructions, in the readme file, are a bit cryptic, and you will need to experiment. If you don't follow the installations instructions (which are non-standard), it will do nothing. For Windows 7, especially on very-many-pixel screens: once Thetawall.exe is in the top pictures directory, you may want to set the file's Properties -- Compatibility for all users to "Disable display scaling on high DPI settings" and "Run as Administrator". The program was last updated in 2009, and the controls are pretty limited.

  Summary

  If you are tired of the limitations of Windows's default wallpaper changer, try Thetawall.
