Trace and transform the bitmap into image.

Potrace(TM) is a utility for tracing a bitmap, which means, transforming a bitmap into a smooth, scalable image. The input is a bitmap (PBM, PGM, PPM, or BMP format), and the default output is an encapsulated PostScript file (EPS). A typical use is to create EPS files from scanned data, such as company or university logos, handwritten notes, etc. The resulting image is not "jaggy" like a bitmap, but smooth. It can then be rendered at any resolution.

Potrace can currently produce the following output formats: EPS, PostScript, PDF, SVG (scalable vector graphics), Xfig, Gimppath, and PGM (for easy antialiasing). Additional backends might be added in the future.

Pros
Traces raster images to vector images Runs on the command line! Comes with a tool to run an edging filter on the source, to generate a grayscale map more suitable for tracing Easily integrated into scripts using ImageMagick
Cons
Can't trace color out of the box! A GUI app that will do that is Inkscape. A dedicated scripter wrote his own app around potrace that will trace color: http://www.inkscapeforum.com/viewtopic.php?p=44911
Summary
Does exactly what I need: trace a raster image to a vector on the command line, for batch/scripted jobs. Generates eps, svg, and a few other formats, to be further manipulated with imagemagick. Running some noise reduction with image magick on the grayscale map before tracing can work wonders! Goes without saying, but: This is a COMMAND LINE application. You invoke it by calling it from the command line in an existing command prompt window. This program, like almost any other windows command line program, will do absolutely nothing if opened on its own without being invoked with arguments.

Pros
There are no pros. I wasted time downloading, and at minimum, probably polluted my registry. If this review screen would let me enter zero stars, I would.
Cons
Doesn't run. Just opens a command line window and sits there.
