MiniBrowser is a simple, lightweight web browser written in Visual Basic .NET. It quickly and seamlessly imports many of your Internet Explorer settings, as it uses Internet Explorer as a plugin to handle web requests. Requires .NET framework and NT.
Too simple, slow as crap, absolutely no customization capability.

Summary
I would guess, this guy just started to learn .NET, took browser example, added few icons and his name and submitted to cnet.com. Just wondering, how this piece of crap can appear on this most popular software site?
