Allows error acgi to handle MacASP 404 errors

A facility to allow MacASP 404 errors to be handled by error acgi; consists of a system.asp file and a MacASP plugin. This allows 404 errors generated by MacASP to use your site's standard error page, and to take advantage of redirection set up in error acgi.
