Get a Lisu Unicode font.
It's only Lisu Unicode Keyboard and font that includes Lisu Unicode. There is nothing more. Download the zip file and extract. Run the file called setup.exe and install the Lisu Unicode keyboard. After that install the font called LISU.ttf. You can switch the key through press Ctrl + Shift together. Enjoy.
