PhotoPad Image Editor provides users with a tool for fine-tuning digital photos. While its interface takes some getting used to, this can be a valuable tool in the right hands.
This free program initially looks like many other photo processing programs until users take a closer look at its command icons. Representing fairly conventional commands for dealing with color, size, and overall appearance of your shots, the strange symbols for each take some experimentation to understand and get used to. Fortunately, this is a minor roadblock to overcome. After a few passes through these commands the program runs very smoothly and intuitively. Users will be dialing in their pictures to perfection by adjusting tint and color, removing red eye and blemishes, and other options. In addition, we were pleased to discover that converting a picture from a JPEG to a number of other formats was as simple as a few obvious clicks of the mouse. Finally, any issues a user has can be easily solved with PhotoPad's useful Help file, which features basic tutorials.
While we were initially overwhelmed with PhotoPad's icons, we quickly discovered a program that worked efficiently and helped us improve our digital photos. We recommend this download for anyone looking to do the same.

PhotoPad Image Editor is a photo editor for Windows. It allows you to edit and apply effects to photos and other images. When editing photos you can crop, rotate, and resize and, if required, add effects like sepia tones, red eye reduction as well as the ability to change the hue, saturation and brightness levels plus more. Crop, rotate, and flip photos and images. Load GIF, JPEG, PSD, PNG, BMP and other picture formats. Edit hue, saturation, brightness, and contrast. Apply effects such as sepia tones, greyscale, and red eye reduction. Preview effects before applying. Easy deletion of each applied effect without removing other applied effects. PhotoPad can be added to your right click menu for easy access.

"Great Mosaic Tool, fair image editor"

Pros
-Easy to use controls. Great for beginners.
-Can quickly edit pictures very well one at a time.
-Good selection of tools, with easy slider adjustments.
-Great help section
-Excellent Mosaic Tool for combining your images into a larger picture.
-Interface for uploading to Flickr or Facebook
-Interfaces with other NCH software (if you have it)
-Love the local focus effect.
-Easy to collage or layer pictures.Cons
-Found the crop tool to be disappointing, it is precise, but does not have preset ratio list to choose from.
-Similarly, the resize option will always keep aspect ratio the same. It does not allow you to stretch the entire project, you may stretch layers though.
-The panorama tool was not good at all. Does not cache to drive and tries to do all of the computations in ram. Seems are visible and requires further edits.. HUGIN is much much much much better for panoramas.
-Text tool is very poor. Does not allow outline, or drop shadow or any other features... just font style, font size, bold, italics, underline, pixel width.
-Though the mosaic tool is Excellent, it does require the photo pool of pictures to be in a single folder. (not hard to work around, but does make an extra step if you want to use pictures from multiple folders.)Summary
If you are looking for an easy to use photo editor that will neatly get the job done on a few pictures to upload, this is a very competent tool. I would highly recommend it to folks beginning to learn photo editing, since the tools are easy to use and the controls are not too complicated.
If you are looking for a mosaic program, this is a very good one. I have not tried others, but this one will produce a very high res well matched mosaic using your pictures.(They do have to all be in one folder though.)
There is better photo editing software available on this site. I am keeping this one installed and will probably only use it for Mosaics.
If you are a power user of photo editors, you will not like the controls on this program. They are easy to use, but they will not be what you are used to and expect of a graphic editing program. It does not have a batch tool processor of any kind, and lacks utilization of the mouse wheel for zooming. But if you are looking for a mosaic tool, this will do the trick.
