MSVoiceInstaller is not an application. It only installs Microsoft voice components in your computer so that those installed voices can be used by Shoppingmate, Clockmate, and Calendarmate. To verify whether the voice components have been installed properly, you need to launch Shoppingmate, Clockmate, and Calendarmate and check whether there should be more voices to be selected.
