Clean (it’s extremely likely that this software program is clean)
In this unregistered version, you can't input GIFs or JPEGs, and you can convert only up to three files at a time.

With so few features and an interface only a mother could love, this image-conversion program is hardly worth the 22 bills requested. QTam Bitmap to Icon helps you convert images into ICO files. This trial version lets you convert only three files in a batch, and only BMP format is allowed. Even if this were remedied in the paid version, the program doesn't offer you much else, as only 16- and 256-color formats are supported. Though you can select among three standard icon sizes, you can't create a custom size. You can, however, crop images or apply automasking. Yet the program doesn't allow you to select an output path for your converted files. All files are automatically stored in the program's main folder. The largest bugaboo for us is the program's many, many screens, which require you to break your finger clicking through each to start converting. All the options scattered among these screens could have fit comfortably into one or two--but the designer's approach just slows down the process. Better options are out there, and many are freeware. Though we'd love to support QTam, a lot of design work has yet to be done before it's a powerful program.
Small, fast download, easy to use.
Now seems to include all the features from the payware version for free! Nice.
Cons
It hasn't been updated for awhile.
Summary
This program is probably the best icon converter of its kind on the market. It's small, fast, simple, reliable. It's been a staple on my windows desktop since 2004. I like the fact that it doesn't have everything but the kitchen sink in it. It's not a suite, doesn't try to be. It does icon conversion, and it does it well. I just had to chime in and give you my two cents.
Bitmap to Icon-The best of the bunch!!

Pros
Ease of use, variables to personal taste built-in with GREAT results
Cons
Must purchase app to use .jpg or .gif formats. (But still superior results as with .bmp's)

I had a few 24x24 pixel bitmaps that I made using Adobe Photoshop. All bitmaps had a standard RGB 192, 192, 192 (silver) colored background. I tried this software to convert these bitmaps into icons. I just couldn't get through.

1. It converts 24x24 pixels into 32x32 pixels. In addition, I was unable to find an option to retain the dimension.

2. I was unable to specify an transparent color to make the silver color of the bitmap's background transparent.

3. All text on the user interface appears cut. I had to guess.

Does what it says

The product isn't for people who make icons seriously because the features are just so so. Plus you can only change three at a time if you don't want to pay for it. You shouldn't have a problem using it I am moron who took a week to get Greymatter to work but I can use this with ease. I haven't run into any glitches or anything and it seem to work well. It's should be freeware though.

It's great! (Renaming bmp's won't work for game maker either :P). I tried another program called GoldIcon. But you can't change the palette and can only use 16 colors. With this it uses the bmp's palette... VERY GOOD! THUMBS UP! Except it should be freeware.
Great For Visual Basic!

I used this program for the first time today and am amazed that you can do so much with this program, This product is great, If they would lower the price a little, I would buy this. It's just so easy to use, no wonder it's number one :-)
Convert BMP pictures to ICO icon files.QTam Bitmap to Icon is a small program designed for creating icons. Simply resize your image to 32x32 or 48x48 pixels and then use this program to convert the BMP to ICO. No other runtime DLL is needed. The program has an autoconvert function and the ability to mask all valid BMPs in the directory to ICOs with one touch.
Version 3.1 fixed the black spot bug from the previous version. Version 3.5 supports a Multi-Resource Icon Format. Also, the Preset Answers option lets you work much faster than before.
