PingPlotter Free uses a combination of traceroute, ping, and whois to collect data quickly, and then allows you to continue to collect data over time to give you the information you really need to identify problems (both short-term and long-term trends). It graphically display performance metrics about the route your data takes to a server. It monitors network performance over time, capturing the moments when problems surface.

Double-clicking that opens a window that says "loading ..." but causes no traffic.
Can't be bothered with it.
