Delete files or folders permanently without recovery option.
Permanent Delete is a free utility that can be used to delete files or folders permanently so that no software can recover these files. Features include permanently delete files or folders by adding them to the list, supports drag and drop, and 1 pass, 3 pass, and 7 pass deletions is supported. 1 pass is quick and secure enough and recommended, 3 pass and 7 pass is slow and secure, and by secure, it means the ability to recover the file.
Seem to do like described but no shell integration

Pros
Once file dragged in window then deleted using the default 1-pass, the file doesn't show in the recycling bin. There's options with different pass #, I'm assuming the file is overwritten, making it harder to recover (IIRC w/ magnetic storage recovery could go as far as 3 pass w/o too much difficulty).
Cons
No shell integration, that is easily accessible through Windows explorer contextual menu (secondary mouse button or windows keyboard key next to the right control. Also no option to no make a secure delete; I did not need to try hiding the file content, I just needed for the file to free up space right away.
Summary
There was no promise to integrate to shell but that's expected nowadays, give an option to do so in the installer, have an option in the start menu (ie: 2nd entry called settings), or at least have an option when the program is loaded; none easily available (maybe there was a cryptic way to do so but I didn't see it).
