Lingo4u-Dictionary is an English / German dictionary for Windows with more than 220,000 entries plus approx. 300,000 references in either language. For many English words, pronunciation is available in IPA. Version 1.1.0 build 246 has options dialog, custom hotkey, GUI changes, and bug fixes.
