LAME is an open source audio encoder. The encoder is not a graphical application that you can double-click, but a command-line tool, usable from the Terminal application (which lives in the Utilities folder inside the Applications folder) or other graphical applications.
Allows Audacity to save .wav (and others) as .mp3 files. Works seamlessly on my Mac and was free!

installs the encoder you need to File > Export > as mp3 (but I extracted libmp3lame.dylib from the Contents folder to my /usr/local/lib directory (but had to create lib as the root user first)).
