This very handy keyboard editor from Microsoft could use one small tweak. Keyboard Layout Creator's interface logically displays as a keyboard with a few functions available under pull-down menus. An extensive Help manual should give anyone the tools to create their own layouts.
Building a keyboard layout is very simple with this app. The program works with any of three common physical keyboard designs. Selecting yours takes a single menu click. You can get a boost by loading an existing layout or you can start from scratch. Color coding makes it easy to see which keys that can be edited and which ones can't. Changing a key is a simple process: one click on the keyboard interface, and then press the key you want in that location. Radio boxes display Shift, Alt, and Ctrl Shift states. You can either change the keys for a particular shift state or just as easily choose a single key and edit all of its states.
With a single command you can build packages to allow you to move the layout to other systems. Shift, Ctrl, and Backspace keys can't be assigned new duties, but other than that, this freeware program can help any user create a personalized keyboard with ease.
