Change the background wallpaper at specified intervals.

KC Wallpaper Manager will change the background wallpaper at specified intervals, selecting images from specified folders. KCWM is based on similar programs like Webshots and MuralPix (both are excellent programs). These other programs have either been discontinued or are not yet Windows 8 compatible. So I wrote my own.
