Free, simple to use, and does what it says. What more could you ask for?

The software description esn't explicit enough for some people.
Summary
Not sure what skaizun was talking about. This program contains three, simple buttons that rotate an image by 90° left, 90° right, or 180°. The point of this software is to perform the rotation without any data loss, or degradation to the image, which can only be performs in 90° increments (by maintaining the same, exact image resolution).

Can only rotate in 90 degree chunks, which, for my purposes, is totally useless (MS Paint, which comes with most PCs does this).
Summary
I needed something that would let me rotate in any direction to any degree. This doesn't do it, so, I didn't bother trying it.
