Set up a pluggable electronic voting system allowing users to vote over a network.

This program is an electronic voting system. It allows users to vote over a network. It is mostly run as a stand alone program but can also be run as a java webstart program (You will need a separate file). The program is pluggable, so any developer can design custom vote types and authentication methods to suit his/her needs.
