ActivIcons allows you to customize the Windows desktop icon and cursor attributes. Swap your own, custom icons for Network Neighborhood, My Computer, and other icons which Windows places on your desktop and Explorer file manager. It also lets you quickly change the default Windows mouse cursors, make the icon text labels transparent, change the color of desktop icon text descriptions, replace the Windows startup and shutdown screens, rebuild the Windows icon cache, increase the size of the Windows desktop cache, replace various drive and folder icons, remove shortcut symbols, restore the desktop default icons, save/restore the positions of desktop icons, and replace the IE and OE logo animations.

as soon as I finished installing it, I ran the software and as soon as I double clicked the icon my computer crashed. it took me forever( atleast it seemed like it) to uninstall it and all the extra add ons it came with, from my new computer. do what you will, but heed this warning..DON'T DOWNLOAD IT. or you may be sorry

A Useful Tool for Icon Management

Pros
While this program is not the most advanced tool, it certainly is capable enough to manage icon packages and set up your own themes. I've had no problems with it and have used it on XP machines. Have not tried it on Vista or Win 7.
Cons
It doesn't have a lot in the way of icon editing tools, but then its not primarily an editing program.
Summary
A good tool to use in conjunction with other programs.

It may be fine for other OS's but is very limited for windows XP users so I would recommend other icon tools that are better suited to XP.
