"Handy Passport Photo Web Utility"
Pros: I used this to create my passport renewal photos and it worked like a charm. Many digital picture and/or printer software packages do not have the correct format to make an acceptable 2" x 2" photo for a U.S. passport. Even if it does, it may take multiple tries to get the printed head dimension of 1"> 1 3/8" correct. The EPassport Photo software makes this easy.
If you reside in a country outside the USA, you can select the correct passport photo format for 60 other countries.
After you upload and adjust your photo, you can send it to Snapfish for printing, or download it back to your own compter to print.
Cons: Using a 4"x 6" piece of photo paper, I only got two usable photos with the correct dimensions out of the 6 prnted on the sheet. My Canon IPixma 4000 printer does a tiny bit of cropping, even on a full borderless print.
