VirtualDub is a video capture and processing utility licensed under the GNU General Public License (GPL). It is designed to be a general utility that can trim and clean up video before exporting to tape or processing with another program. It does not possess the editing power of a general-purpose editor such as Adobe Premiere, but is streamlined for fast linear operations over video. It has batch-processing capabilities for processing large numbers of files, which you can extend with third-party video filters. VirtualDub is best at processing AVI files, although it can read (not write) MPEG-1 and handle BMP image sets.
What's new in this version: Version 1.9.11 added compatibility option for filters that rely on constant buffer addresses.

"Very limited usefulness"

Summary
Basically, I wanted to see if it could enlarge less-than-fullscreen mp4 video to 1600x900 or 1920x1080, or at least to full screen height if it's in a 4:3 aspect ratio. VD does not even recognize mp4... it's compatible with .AVI, .mpeg, and a whole lot of obscure or outdated file extensions, many of which I never even heard of. Same with still images. Plus, it all downloads into a hard-to-find directory, so be sure to create a desktop icon.

"Just what I needed"

Pros
Detailed, professional level software. You can tell right off the bat that a lot of effort went into creating this software, and that the author intended it to be an effective tool for a wide variety of tasks.
Cons
OpenGL Hardware acceleration was turned on by default, which resulted in me not being able to capture video at first. Verbage in the source capture menu seems to imply that if you have a good enough video card (I have Nvidia Geforce 550 Ti) that you can benefit from this feature. Not sure if I was doing something wrong, but I could not capture video with it selected on. My apologies if there is some error on my end that is causing the problem (which is possible as I am not an expert with this stuff).
Summary
After being so frustrated by using so many programs that didn't quite cut the mustard and do the job effectively enough, I'm really glad I found this. Hope I can at least repay the author with a case of beer or two someday down the road.
If you are trying to convert and manipulate video, and are involved with using opensource products, this is a great tool in your arsenal. Thankyou. It is much appreciated. -
"simple yet powerful"

Pros
Does what I need - simple video processing, *NOT* editing. I wanted to remove a few extra frames from a DV captured video file and this was the only software that let me do what I wanted *AND* didn't re-compress my video to a gigantic size! Has lots of powerful options for advanced users yet keeps it simple for novices (like myself).
Cons
Interface could be a bit more intuitive
