Ultimate Paint is a graphics program for image creation, retouching, viewing, and manipulation. All popular image formats are supported, and image acquisition from twain-compatible scanners is possible. The program provides flexible brush handling. Basic features include resizing, rotating, flood filling, and text operations. Multiple undo/redo, symmetry tool, total control over file parameters, and save optimization panel are designed to help you optimize your JPEG, PNG, and GIF images. Ultimate Paint comes with image filters and special effects. You can send your images via e-mail directly from UP or create HTML pages with image thumbnails. The latest release includes symmetry tool; selection making and brush cutting tools are separated; DPI settings are now preserved in several file formats.

One of the things I really like about this program is that you can rotate any image, or even just a part of an image 360 degrees without losing the quality of whatever you rotated. This program supports transparency in GIFs, a few filters(such as Embossing), Alpha [selection] support (the "Magic Wand" tool is useful here, hold mouse button down on "rectangle select" to find it.), and all this among other things. It is all around better than the MS Paint that comes with windows, if you give it a chance and take a second to read the help file that comes with it.
The user interface isn't what you might call "simple" and maybe a little weird. It isn't like you have one main window--you can have (sometimes by mistake) several image editing windows, along with the program window open at the same time, cluttering up your desktop. It get's a little confusing in that case. Unfortunately, this is somewhat common with some Paint programs so it's just something you might just have to get used to (along with learning what buttons do what) It's not something you're going to figure out in its entirety in one day, unless you've got plenty of time :P .
This issue occurs when you try to install Paint Programs on a computer or on a Tablet PC whose processor has the no-execute (NX) page-protection feature enabled. DEP prevents the download of the software.
This program has a lot of user control available. Each tool seems to have a lot of variations. The Symmetry function is kind of neat, but I'm not sure it's all that practical.
First, it shutdown on me twice while I was trying to modify a bmp file. Second, it's so flexible the user interface is confusing and counterintuitive. This program requires a lot of practice to use effectivley. It is certainly not for someone who wants to some quick clean up of graphics or to just change colors. I've uninstalled and am in search of something simpler, and more stable.
