MP3 Quality Modifier is a useful, no-nonsense tool for music lovers, audiophiles, archivists, or anyone who has a lot of digital music files. It can upsample tracks to improve their sound quality, convert bit rate mode and sample frequency, and even convert stereo files to mono and vice versa. Presets let you quickly convert files at different quality levels for specific needs, such as Very Best Quality for home digital audio, Portable for your player, and even Very Low Quality for times when space matters but quality doesn't. MP3 Quality Modifier is portable freeware.

When we first ran MP3 Quality Modifier, the program opened with a brief but concise and helpful startup guide. There's also a Help menu with lots of additional information about each step, plus an MP3 Information sheet that explains concepts like bit rate and ID3 tags. However, the program's clean, efficient, and no-nonsense layout and intuitive controls make MP3 Quality Modifier easy to understand. With file conversion software (especially music tools) we always check the settings first. MP3 Quality Modifier's Settings sheet has useful Window, Loading, and Language options, plus an Additional Options sheet that let us set minimum and maximum bit rate; adopt Folder structures, ID3 tags, and File dates; and set processing priority and accuracy. The settings most users will need most often are right on the interface: including Bit rate Mode (Constant, Average, and Variable, with variable range options) and Modus, which let us choose Mono, Stereo, Joint Stereo, or Dual Channel options (see MP3 Information for more on these rare and extremely useful options).

It's easy to convert digital audio files to lower quality. It's much harder to do in reverse (GIGO applies to audio, too) but MP3 Quality Modifier makes the most of what's already there. Our first file grew by 37 percent in size, although obviously not as much in quality, but we were pleased with the results. MP3 Quality Modifier will be of greatest use in standardizing bit rates, for instance, as well as for those times when you need to convert a stereo mix to mono. Much of what it does, no other freeware we've seen can do.

Does the job admirably. Completely free; no trial, no bloatware, crapware, or adware.

Does not show the predicted size of the to-be-converted file. Not a big deal. After conversion it shows the size of the new file and the percent change.
Summary
I had over 300 MP3s that I wanted to cram onto one CD. Altogether they totaled about 1.1 GB. I probably could have down-converted them with the LAME CLI or Audacity, but that would have been time consuming. A google search found this little gem. The UI is intuitive and adequate. It took about 10 minutes to convert all the files. The new size was about half of the original, with no discernible loss of quality. I really did not listen very closely for any quality difference, and the CD is destined for the car where road noise will far outweigh any possible quality loss. Some guys gave poor reviews and said their input files were damaged. I don't know how that could have happened. It worked flawlessly for me. But I did copy the MP3s to a separate directory before conversion, just in case. There is an option to repair corrupt files. I unchecked it. Thank you Kevin Schneider.

This bloody software reduced most of my 1000s of rupees worth audio files (around 3000 files) to around 45 kbps bitrate from 128 kpbs even though I had set option 110 kbps to 150 kbps VBR and that is not all...This fucking S/W has cut many songs of 3+, 4+, and 5+ minute songs to around 1 minute! DO NOT USE THIS S/W!

So i opened the program. It was extremely easy to use. The conversion took minutes for 8 songs. After it shows you the increase in size from original. I was extremely happy. When I went to the mp3 file.. Nothing changed. This does not work... Disappointing.<br /><br /><span class='notifyMsg'> Updated </span>on Jul 23, 2011<p/>Oh.. never mind. I thought it converted the original files but, It makes a copy on the desktop.... ANY WAY.... it works great.
