PDFToolBox is a PDF processing utility. It's free. I used the split and merge functions and they worked great.
Cons
The user has to input a file or folder name then click the Go button. This is not the standard Save As or Save to Folder and takes a little getting used to. A couple of other parts of the GUI are a little confusing, but it's free (after 10 seconds).
