I've tried others but come back to Avance Paint.

Pros
Not hard to learn. Has everything I need to touch up my photos.
Cons
No Cons except I wish it could minipulate a whole head from one picture to another. That's all I can think of that I wish it could do.
Summary
I like it because it is fairly simple to use but yet has mostly everything I want and it is not over crowded with needless or simple useless kid stuff.
